2. Mục tiêu

2.1. Mục tiêu chung

Trên cơ sở nghiên cứu lý thuyết, đề tài phân tích thực trạng tác động của xuất khẩu hàng hoá tới tăng trưởng kinh tế vùng Tây Bắc Việt Nam, làm rõ xuất khẩu hàng hóa có tác động ngắn hạn và dài hạn, tác động có thể theo chiều hướng tích cực, tiêu cực tới tăng trưởng kinh tế. Từ đó, đề xuất các kiến nghị, giải pháp nhằm thúc đẩy xuất khẩu hàng hoá hướng tới tăng trưởng kinh tế bền vững vùng Tây Bắc Việt Nam.

2.2. Mục tiêu cụ thể

• Hệ thống hoá lý thuyết và các nghiên cứu thực nghiệm về tác động của xuất khẩu hàng hoá tới tăng trưởng kinh tế, nhấn mạnh cả về quy mô và cơ cấu của hàng hoá xuất khẩu tới tăng trưởng kinh tế. Đồng thời lựa chọn mô hình phù hợp để đánh giá tác động của xuất khẩu hàng hoá tới tăng trưởng kinh tế cho vùng Tây Bắc Việt Nam.
• Phân tích thực trạng xuất khẩu hàng hoá của vùng Tây Bắc Việt Nam để thấy được sự thay đổi cả mặt lượng và mặt chất xuất khẩu hàng hoá. Đánh giá xuất khẩu hàng hóa có tác động ngắn hạn và dài hạn, tác động có thể theo chiều hướng tích cực hoặc tiêu cực tới tăng trưởng kinh tế vùng.
• Đề xuất một số kiến nghị, giải pháp nhằm thúc đẩy xuất khẩu hàng hoá hướng tới tăng trưởng kinh tế bền vững vùng Tây Bắc Việt Nam.

3. Tính mới và sáng tạo

• Dựa trên tổng quan các mô hình nghiên cứu thực nghiệm, đề tài đề xuất mô hình nghiên cứu thực nghiệm áp dụng cho vùng Tây Bắc Việt Nam.
• Đã có khá nhiều công trình khoa học nghiên cứu về xuất khẩu hàng hoá nhưng hầu hết chỉ nghiên cứu về nâng cao hiệu quả xuất khẩu, thúc đẩy hoàn thiện xuất khẩu. Tác động của xuất khẩu hàng hoá tới tăng trưởng kinh tế cần được đánh giá cả về mặt lượng, mặt chất thông qua một số thuộc tính quan trọng nhằm lấp đầy khoảng trống trong nghiên cứu. Đề tài là nghiên cứu đầu tiên về tác động của xuất khẩu hàng hoá tới tăng trưởng kinh tế có sự kết hợp các phương pháp nghiên cứu truyền thống với phương pháp nghiên cứu hiện đại, phương pháp nghiên cứu định tính kết hợp với các phương pháp định lượng.
• Đề tài đã sử dụng mô hình ARDL (Autoregressive Distributed Lag) - mô hình độ trễ phân phối tự hồi quy, nghiên cứu sự tác động ngắn hạn và dài hạn, tác động tích cực và tiêu cực tới tăng trưởng kinh tế vùng. Đây là bước tiến mới so với các nghiên cứu trước đây chủ yếu tập trung nghiên cứu về quy mô xuất khẩu hàng hóa.
• Một số giải pháp có tính khả thi đã được đề xuất nhằm thúc đẩy xuất khẩu hàng hoá hướng tới tăng trưởng kinh tế bền vững vùng Tây Bắc Việt Nam

4. Kết quả nghiên cứu

• Đề tài đã hệ thống hóa cơ sở lý thuyết, kinh nghiệm quốc tế  và trong nước về vai trò quan trọng của xuất khẩu hàng hóa, tác động của xuất khẩu hàng hóa tới tăng trưởng kinh tế, qua đó đã rút ra bài học vận dụng cho vùng Tây Bắc Việt Nam.
• Đề tài đã phân tích thực trạng xuất khẩu hàng hóa vùng Tây Bắc Việt Nam về quy mô, giá trị, thị trường xuất khẩu và ước lượng sự tác động cả về mặt lượng, mặt chất của xuất khẩu hàng hoá tới tăng trưởng kinh tế. Đặc biệt sau khi sử dụng mô hình ARDL (Autoregressive Distributed Lag) – đã đánh giá được xuất khẩu hàng hóa đã tác động tới tăng trưởng kinh tế cả trong ngắn hạn và dài hạn, thông qua ước lượng các hệ số trong ngắn hạn và dài hạn, kết quả cho thấy xuất khẩu đều tác động tích cực đến tăng trưởng kinh tế.
• Đề tài đã đề xuất một số kiến nghị, giải pháp nhằm thúc đẩy xuất khẩu hàng hoá hướng tới tăng trưởng kinh tế bền vững vùng Tây Bắc Việt Nam.

6.1. Phương thức chuyển giao

Đề xuất các kiến nghị, giải pháp nhằm góp phần nâng cao tác động tích cực của xuất khẩu hàng hoá tới tăng trưởng kinh tế, chuyển giao giúp các tỉnh vùng Tây Bắc tăng trưởng kinh tế.

  • Nội dung nghiên cứu sẽ đóng góp làm phong phú thêm những thành tựu nghiên cứu khoa học đối với lĩnh vực kinh tế và các lĩnh vực khác như: Kinh tế thương mại,Thương mại quốc tế, Quản trị kinh doanh, Kinh tế phát triển… Đồng thời, cũng có sự tác động, bổ sung các khía cạnh, nội dung cho các lĩnh vực khoa học đó.

2. Objective(s)

2.1. General objective

On the basis of theoretical research, the project analyzes the current situation of the impact of commodity exports on economic growth in the Northwestern region of Vietnam, clarifying the export of goods with short-term and long-term impacts, The impact can be positive and negative to economic growth. As a results, proposing recommendations and solutions to promote commodity exports towards sustainable economic growth in the Northwest region of Vietnam

2.2. Specific objectives

• To systematize theories and empirical studies on the impact of commodity exports on economic growth, emphasizing both the size and structure of commodity exports on economic growth. At the same time, selecting the appropriate model to assess the impact of commodity exports on economic growth for the Northwest region of Vietnam.
• To analyze the current situation of commodity exports in the Northwest region of Vietnam to see the change in both quantity and quality of commodity exports. Assessing commodity exports with short-term and long-term impacts, the impact could be positive or negative on regional economic growth.
• To propose a number of recommendations and solutions to promote the commodity exports towards sustainable economic growth in the Northwest region of Vietnam.

3. Creativeness and innovativeness

• Based on an overview of experimental research models, the project proposes an experimental research model applied to the Northwest region of Vietnam.
• There have been quite a number of scientific studies on commodity exports, but most of them have focused on improving export efficiency and promoting export completion. The impact of commodity exports on economic growth should be assessed both quantity and quality through a number of important attributes to fill the research gap. The project is the first research on the impact of the commodity exports on economic growth, combining traditional research methods with modern research methods, qualitative research methods and quantitative research method.
• The project used ARDL model (Autoregressive Distributed Lag)  - a model of self-regression distribution latency model, studying short-term and long-term impacts, positive and negative impacts on regional economic growth. This is a new step compared to previous studies mainly focusing on the scale of commodity exports.
• A number of feasible solutions have been proposed to promote commodity exports towards sustainable economic growth in the Northwest region of Vietnam.

4. Research results

• The project has systematized the theoretical basis, international and domestic experience on the important role of commodity export, the impact of commodity export on economic growth. As a result, obtaining lessons for Northwest region of Vietnam.
• The project analyzed the situation of commodity exports in the Northwest region of Vietnam in terms of size, value, export market and estimating the impact of both quantity and quality of commodity exports to economic growth. Especially after using the ARDL model (Autoregressive Distributed Lag) - it has been assessed that commodity exports have affected economic growth both in the short and long term. The results show that exports have a positive impact on economic growth.
• The project has proposed a number of recommendations and solutions to promote the export of goods towards sustainable economic growth in the Northwest region of Vietnam..
