On December 1, 2025, the Ministry of Education and Training issued Decision No. 3333/QĐ-BGDĐT on the establishment of the Thai Nguyen University− Campus in Dien Bien Province, based on the organizational foundation of Dien Bien College of Education and Dien Bien Medical College.
Thai Nguyen University is a multidisciplinary and multisectoral university offering diverse training programs with various educational levels. It is one of the major centers for training, research, and technology transfer in the Midland and Northern Mountainous Region and the country as a whole. With more than 30 years of development, Thai Nguyen University affirms its mission and responsibility as a “national and regional university implementing strategic national tasks and serving regional development.” As a regional university, the establishment and development of its three campuses in northern border provinces (Lao Cai, Ha Giang− Tuyen Quang, and Dien Bien) further underscores its pivotal role in fulfilling national political missions and contributing to socio-economic development in the country’s important border areas.

According to Decision No. 3333/QĐ-BGDĐT, Thai Nguyen University is responsible for coordinating with the Ministry of Education and Training, the People's Committee of Dien Bien Province, and relevant ministries and agencies to organize the handover and reception of staff members, employees, learners, finances, assets, facilities, equipment, and related documents from Dien Bien College of Education and Dien Bien Medical College in accordance with legal regulations. The University must also report to the Ministry of Education and Training on the conditions that ensure educational quality, allowing the Campus in Dien Bien Province to commence training activities as prescribed.

Thai Nguyen University− Campus in Dien Bien Province is a training institution under Thai Nguyen University, tasked with offering undergraduate, postgraduate, and specialized college-level programs; conducting research and technology transfer; promoting international cooperation; and participating in policy research, consultation, and review to support sustainable socio-economic development in Dien Bien Province and the region.
Training Plan for the 2026–2030 Period
During 2026–2030, the Campus is expected to: Offer 08–09 undergraduate programs, maintain training for 02 specialized college-level programs: Early Childhood Education and Nursing, continue admission and training for 03 intermediate-level programs (Nursing, General Medicine, Pharmacy) and phase out training at this level according to regulations of the Government and the Ministry of Health, enroll and deliver master’s degree programs (from member universities of Thai Nguyen University) based on the needs of Dien Bien Province and the Northwest region. All academic programs comply with national training standards and are currently being delivered effectively at Thai Nguyen University.
The establishment of the Campus in Dien Bien Province concretizes Party and Government policies on restructuring higher education institutions and teacher training systems, establishes a high-quality center for undergraduate and postgraduate education, research, and technology transfer, and contributes to community development within the province. It also supports the development of high-quality human resources and the professional advancement of educators and administrators in Dien Bien, laying the groundwork for the future establishment of Dien Bien Phu University.
Furthermore, the establishment of the Campus carries significant political, economic, and social importance. It aligns with the national strategy for restructuring the higher education network, meets regional socio-economic development needs, and strengthens national defense and security in Dien Bien Province and neighboring areas. At the same time, it addresses the demand for enhanced international cooperation in training, research, and technology transfer with northern Lao provinces, Yunnan Province (China), northern Thailand, and other countries in the region. The Campus is expected to contribute to expanding partnerships in tourism, trade, and other fields between Dien Bien, northern Laos, and northeastern Thailand.
