On the afternoon of 26 February, at Thai Nguyen University, Emulation Cluster No. 1 under the Ministry of Education and Training—comprising Thai Nguyen University, Hue University, and the University of Da Nang—convened a formal conference to review the implementation of emulation and commendation activities in 2025 and to outline key orientations and tasks for 2026.

Representing Thai Nguyen University—the Head of Emulation Cluster No. 1—were Dr. Nguyen Van Tao, Member of the Executive Committee of the Party Committee of the Thai Nguyen Provincial People’s Committee and Secretary of Party Committee of Thai Nguyen University, Assoc. Prof. Hoang Van Hung, Deputy Secretary of the Party Committee and President of the University, Dr. Nguyen Hong Lien, Vice President of the University, and Assoc. Prof. Nguyen Thanh Ha, Member of the Standing Committee of the Party Committee and Chairman of the University Trade Union.
The representative of Hue University—the Deputy Head of the Cluster—was Dr. Bui Van Loi, Deputy Secretary of the Party Committee and Acting President of Hue University. The University of Da Nang was represented by Dr. Phan Minh Duc, Secretary of the University Party Committee, and Assoc. Prof. Le Thanh Bac, Vice President of the University. Leaders of offices and functional departments from the three regional universities also attended the conference.
The conference aimed to comprehensively assess the results of emulation movements implemented in 2025, facilitate the exchange of experience among regional universities, and identify practical solutions to further enhance the quality and effectiveness of emulation and commendation work in 2026.

In his welcome address, Assoc. Prof. Hoang Van Hung underscored that 2025 marked a year of significant milestones for the education sector, notably the National Assembly’s adoption of the Law on Teachers and related education legislation, including amendments to the Law on Higher Education. These developments further reaffirm the role and mission of regional universities in fulfilling national strategic objectives and advancing regional socio-economic development.
He further highlighted Thai Nguyen University’s expansion of its affiliated campuses in northern border provinces, thereby contributing to enhanced access to quality higher education and strengthening training capacity. The University’s positive admissions outcomes in 2025, with increased enrollment scale, reflected sustained academic prestige and strong public confidence.
He emphasized that strengthened cooperation and systematic experience-sharing among regional universities remain essential, and affirmed that emulation and commendation serve as important managerial instruments and key drivers for sustainable institutional development.

According to the conference report, in 2025 Emulation Cluster No. 1 rigorously implemented directives issued by the Ministry of Education and Training in strict compliance with the Law on Emulation and Commendation. Emulation and commendation activities received close guidance from Party committees and university leadership at all levels. Member institutions promulgated comprehensive and timely internal regulations, ensuring adherence to prevailing legal provisions.
The universities launched emulation movements in celebration of major national, sectoral, and local events, thereby contributing to the effective implementation of political tasks outlined in Party Congress Resolutions at all levels. Proactive planning and systematic organization were carried out, engaging collectives, officials, and employees across the institutions. Dedicated units responsible for emulation and commendation were regularly consolidated and maintained close coordination, ensuring consistency in implementation among the three regional universities. Pursuant to Decision No. 121/QĐ-BGDĐT, all three institutions were classified as “Successfully Completed Tasks” in 2025.

In 2026, the Cluster will continue to strengthen communication and dissemination of new Party guidelines and State policies on emulation and commendation, intensify monitoring mechanisms to identify and promptly replicate exemplary collectives and individuals, particularly innovative models in teaching and learning, scientific research, and community service, and promote professional exchanges and the sharing of effective practices among member institutions.
At the conference, delegates focused their discussions on the distinctive characteristics of emulation and commendation within the regional university governance model, challenges in aligning emulation movements with university autonomy and digital transformation, and proposals for concrete collaborative initiatives to generate greater synergy in the coming period.

In her concluding address, Dr. Nguyen Thi Hanh commended the achievements attained by Emulation Cluster No. 1 in 2025 and acknowledged the proactive and disciplined implementation of emulation movements aligned with political and strategic mandates. She drew attention to new provisions of the Law on Emulation and Commendation and the Law on Public Employees, effective from 1 July 2026, and requested institutions to promptly review and refine their internal regulations to ensure full compliance with legal requirements.
She further emphasized the necessity of renewing the content and modalities of emulation in association with university autonomy and digital transformation, while strengthening coordination and experience-sharing mechanisms to enhance operational effectiveness in 2026.
At the conclusion of the conference, the Cluster selected member institutions to be nominated to the Ministry of Education and Training for the award of the Emulation Flag and Certificates of Merit. Hue University was elected as Head of Emulation Cluster No. 1, and University of Da Nang as Deputy Head for the 2026 term.
