Thai Nguyen University and Trieu Viet Vuong Commune (Hung Yen Province) Sign Strategic Cooperation Agreement on Cultural Development

On 25 February 2026, in Trieu Viet Vuong Commune, a delegation from Thai Nguyen University, led by Assoc. Prof. Hoang Van Hung, President of the University, attended the 2026 Festival of the Temple of Trieu Viet Vuong and formally signed a strategic cooperation agreement on cultural development with the Commune People’s Committee.

The Festival, held from 22 to 25 February, comprised both ceremonial rites and festive activities. The opening ceremony took place at the Temple of Trieu Viet Vuong (Yen Vinh Hamlet), featuring incense-offering rituals at Hoa Da Trach Temple and the Temple of Trieu Viet Vuong, together with an artistic performance and a documentary presentation introducing the historical and cultural significance of the heritage complex.

On this occasion, the People’s Committee of Trieu Viet Vuong Commune concluded strategic cooperation agreements on cultural tourism development with several higher education institutions, including Thai Nguyen University, National Economics University, Hoa Binh University, Thai Binh University, Trade Union University, and Vietnam National University of Agriculture. Concurrently, the Commune officially approved the Project on Developing a Digital Heritage Platform Associated with the Cultural Tourism Economy in partnership with Thai Nguyen University.

Under the agreement, Thai Nguyen University and the People’s Committee of Trieu Viet Vuong Commune have set forth the objective of developing the Commune into a distinctive “Digital Heritage Creation” cultural tourism model in the Red River Delta region during the 2026–2030 period. The partnership seeks to closely align Thai Nguyen University education and training, scientific research, and technology transfer activities with local socio-economic development priorities, with a particular focus on cultural tourism and digital transformation, while contributing to the training of high-quality human resources serving local development. The collaboration aims to establish a sustainable and replicable ecosystem integrating training, research, and practical application at the local level.

The two parties agreed to cooperate comprehensively in promoting indigenous cultural tourism, including conducting surveys and research to develop a comprehensive mapping of cultural and historical resources, traditional craft villages, relic sites, festivals, and indigenous heritage values. They will jointly provide consultancy, design, and development of one to two flagship tourism products reflecting local identity, build a smart tourism model through the application of digital technologies in management, promotion, and service operations; and organize training and capacity-building programmes to enhance competencies in tourism services, product development, digital marketing, and customer experience management.

In addition, the partnership will focus on developing a local digital transformation ecosystem, advising on the formulation of a digital transformation roadmap to support tourism and broader economic development, fostering innovation and sustained academic engagement; and creating opportunities for undergraduate and postgraduate students, doctoral candidates, and faculty members to undertake internships, applied research, and innovation-driven start-up projects aligned with local needs. A joint task force will be established to develop annual implementation plans with clearly defined roadmaps, allocated resources, and measurable outcomes.

The signing of this cooperation agreement makes a meaningful contribution to preserving and promoting local cultural heritage values. It also marks a forward-looking model of collaboration between higher education institutions and grassroots authorities, thereby generating new momentum for sustainable socio-economic development and progressively advancing the realization of a regionally influential “Digital Heritage Creation” model.
