Clarifying the Mission and Role of National and Regional Universities in the Context of Implementing the 2025 Law on Higher Education

The seminar served as an important academic and governance forum for exchanging views, discussing, and sharing practical experiences in organizational structure and university governance, thereby contributing recommendations and solutions aligned with the spirit of innovation embodied in the 2025 Law on Higher Education.

In his welcoming remarks, Assoc. Prof. Hoang Van Hung, Deputy Party Secretary and President of Thai Nguyen University, provided an overview of the operations of Thai Nguyen University. He noted that Thai Nguyen University is one of the Regional Universities in Viet Nam, which were established in 1994 under Government Decrees, with the mission of forming centers for high-quality human resource training, scientific research, and advanced technology transfer, as well as serving as hubs for policy consultation and critical review to contribute to sustainable economic, cultural, and social development of the regions.

Over the years, Regional Universities have continuously grown and strengthened in all aspects within the national education system, making significant contributions to regional socio-economic development. This role is reaffirmed in the 2025 Law on Higher Education, which states that “Regional Universities have the mission of mobilizing resources, promoting regional linkages, supporting regional socio-economic development, and contributing to the implementation of national strategic duties.”

The development of multidisciplinary and multi-field higher education institutions is a global trend aimed at meeting the increasing demand for human resource training in the context of rapid changes in the modern labor market. Therefore, Regional Universities play an important role in advancing regional higher education, improving the quality of national human resources, enabling people in disadvantaged, border, and ethnic minority areas to access higher education more easily with reduced travel and living costs, and contributing to local socio-economic development.

The seminar aimed to clarify the mission, functions, tasks, and roles of National Universities and Regional Universities in accordance with the 2025 Law on Higher Education and Decision No. 452/QD-TTg of the Prime Minister approving the master plan for the network of higher education and teacher-training institutions for the period 2021–2030, with a vision to 2050. It also focused on identifying new provisions of the Law that affect organizational structures and governance mechanisms, as well as orientations for building a modern, streamlined, effective, and efficient governance model and eliminating intermediate administrative levels within National and Regional Universities.

Assoc. Prof. Hoang Van Hung called on delegates to engage in in-depth discussions to address challenges faced by National and Regional Universities in implementing the 2025 Law on Higher Education, particularly in clearly defining “intermediate levels” within the organizational model. The goal is to establish a streamlined, effective management structure with appropriate decentralization and delegation of authority, moving toward the elimination of intermediate levels and enhancing the capacity to foster development, meet socio-economic demands, and ensure regional defense and security.

In addition, the seminar was expected to propose recommendations to the Government and the Ministry of Education and Training to further improve the institutional framework and legal corridor, granting greater autonomy to National and Regional Universities, unlocking resources, and enhancing overall strength. This includes improving the efficiency of management, utilization, mobilization, allocation, and use of human, physical, financial, and other shared resources to promote sustainable university development and maximize the potential and strengths of member universities.

Orientations toward Building a Modern, Streamlined, Effective, and Efficient University Governance Model

In his keynote address, Assoc. Prof. Hoang Minh Son, President of Vietnam National University, Hanoi, highlighted key issues for discussion, including the mission and role of National and Regional Universities under the 2025 Law on Higher Education (No. 125/2025/QH15); solutions to overcome current bottlenecks and challenges; appropriate governance models; requirements for decentralization and delegation of authority associated with the elimination of intermediate levels; and strategic planning and policymaking.

At the seminar, delegates presented papers on several key topics, including: the organization and operation of National Universities under the 2025 Law on Higher Education and relevant Party resolutions and conclusions; human resource management in Regional Universities; new provisions on training activities and student affairs in the 2025 Law on Higher Education; and the 2025 outcomes in science, technology, and innovation at Hue University, along with new aspects of the amended 2025 Law on Higher Education.

Delegates also actively discussed and contributed thoughtful opinions on the following issues: the mission and role of National and Regional Universities under the 2025 Law on Higher Education (No. 125/2025/QH15); new provisions of the Law and their impact on organizational structures and governance mechanisms; and orientations for developing modern, streamlined, effective, and efficient governance models and eliminating intermediate levels within National and Regional Universities.
