Thai Nguyen University and Phan Dinh Phung Ward Sign Cooperation Agreement for the 2026–2030 Period

On January 14, at the headquarters of the Party Committee – People’s Council – People’s Committee – Fatherland Front Committee of Phan Dinh Phung Ward, the Party Committee, People’s Council and People’s Committee of Phan Dinh Phung Ward, in coordination with Thai Nguyen University, held a conference to sign a Cooperation Agreement for the 2026–2030 period.

Dr. Nguyen Van Tao, Secretary of the Party Committee on behalf of Thai Nguyen University attended the meeting, Assoc. Prof. Dr. Hoang Van Hung, Deputy Secretary of the Party Committee and President of Thai Nguyen University, Dr. Nguyen Hong Lien, Vice President, and representatives of the Thai Nguyen University Office, functional departments, and rectors of member universities.
On the side of Phan Dinh Phung Ward were Mr. Duong Van Luong, Member of the Provincial Party Executive Committee of Thai Nguyen, Secretary of the Ward Party Committee and Chairman of the Ward People’s Committee, Mr. Dao Ngoc Tuat, Deputy Chief of the Office of the Thai Nguyen Provincial Party Committee, together with members of the Standing Board of the Ward Party Committee, Standing Members of the Ward People’s Council, leaders of the Ward People’s Committee, and representatives of relevant units.

The conference provided an opportunity for both sides to review cooperation results in recent years, agree on key cooperation orientations for the new period, and establish a foundation for a stable, long-term, substantive and effective partnership.

In his opening remarks, Mr. Duong Van Luong emphasized that Phan Dinh Phung is a central ward of Thai Nguyen Province, home to many administrative agencies, public service units, enterprises and educational and training institutions, including Thai Nguyen University. Rapid urbanization, high population density and a large number of students and workers have created favorable conditions for socio-economic development, while also placing high demands on urban and population management, the maintenance of public order and security, and the quality of public services.
He highlighted the ward’s significant achievements in 2025 despite difficulties caused by natural disasters, while frankly pointing out remaining challenges such as pressure on urban management, the need to improve the quality of grassroots officials, uneven digital transformation, difficulties in primary healthcare, and complex public security issues in a student-populated environment. In this context, cooperation with Thai Nguyen University was identified as a long-term strategic orientation to fully leverage the strengths of both sides for common development.

At his speech at the conference, Assoc. Prof. Hoang Van Hung affirmed that Thai Nguyen University is a regional, multidisciplinary and multi-sectoral university, and a major center for education, scientific research and technology transfer in the Northern Midlands and Mountainous Region and nationwide. Implementing the 2025 Law on Higher Education, Thai Nguyen University has been granted greater autonomy while undertaking a greater mission in mobilizing resources and contributing to regional and national development.
The President emphasized the close and long-standing relationship with the local authority and expressed appreciation for the strong support of Phan Dinh Phung Ward in ensuring public order and security for more than 115,000 students, including around 1,000 international students. Thai Nguyen University is ready to cooperate in professional training for local officials, development of STEAM education, training of education and healthcare personnel, support for grassroots healthcare, digital transformation, and requested continued coordination in site clearance, expansion of development space, and maintenance of public order and security.

At the conference, the two sides officially signed the Cooperation Agreement for the 2026–2030 period, establishing a strategic partnership. Thai Nguyen University will leverage its scientific and technological capacity, expert network and high-quality human resources to support the Ward People’s Committee in administrative modernization, smart urban development and improvement of local residents’ quality of life. Phan Dinh Phung Ward commits to creating favorable legal, administrative and security conditions to enable Thai Nguyen University to effectively implement its training, research and infrastructure development activities in the area.

The cooperation will focus on key areas including education, training and human resource development; healthcare and community health care; digital transformation and innovation; urban planning, infrastructure and environment; public order and security; and communication for sustainable development goals.

With a strong sense of responsibility and determination from both sides, the Cooperation Agreement for the 2026–2030 period is expected to be implemented in a substantive and effective manner, contributing to the sustainable development of Phan Dinh Phung Ward and Thai Nguyen University, and to improving the quality of life of local residents.
